I know how to get this working using just plain old Microsoft RDS, but running into some issues getting this working with Parallels RAS. In a typical Microsoft RDS deployment I use a GPO to point my RDSH to the Microsoft Licensing Server I install (typically on a Domain Controller). Since I don’t have a RDS Connection Broker using Parallels RAS how does this work? I created my GPO, and linked it to my RDSH, confirmed it is pointing to the activated license server but anytime I try and use Parallels RAS I get a message about RD Licensing Server not available.

like in a plain RDS Deployment you can try to install the Feature “Remote Desktop Licensing Diagnoser Tools” and check the RDS Licensing and Licensing Server. Verify if you set the correct licensing in GPO (Per Device, Per User) and verify it on your license server.
I have it set to per user, I confirmed this. I dont see that RAS ever tries to contact the licensing server. Do I need a RDS Connection Broker?
no, you don´t need ad connection broker.
You have to set the RDS Licensing on the RDSH, not on Ras Server Roles.
